Stage 1 (CURRENT STAGE) Pre-comment period prep only — no formal submissions

Stage 2 Application declared complete notification + mobilization

Stage 3 (MOST IMPORTANT) Usually opens 30-90 days after completion notice. First formal comment window environmental/route objections 2–4 week duration

Stage 4 Environmental Analysis/Impact Statement + Second comment window corrections, evidence, expert counterpoints

Stage 5 Public hearing formal testimony + media presence

Stage 6 Final limited comment window 7–10 days — final objections & legal positioning

Stage 7 Final decision next steps: rehearing or legal challenge
